The Division of Foreign Investment & Students are tasked with ensuring that all minimum guidelines governing the CNMI’s Foreign Investment & Student Policy is enforced.

With the recently adopted regulations, the Department of Commerce is tasked to review and approve foreign student entry permits, as well as certifying educational institutions wishing to enroll or currently have an enrollment of foreign students.

Our division is also tasked with reviewing all foreign investment applications to ensure minimum capital investments are met along with other requirements. We are also tasked with proposing policies to the Government and Legislature that will create a business environment that is conducive to business formation and prosperity.
